Read those as arithmetic, not as an expected result. Nobody, including us, can promise a lead count from a budget, and results vary by market, offer and spend. One practical floor: very small budgets in expensive categories struggle because Meta needs enough conversion events to learn who to show the ad to. Percentage pricing

Be fair about what percentage pricing does. A pure percentage fee with no minimum would undercut a flat fee at small budgets, because 10 percent of $1,000 is $100. The published plans we could check carry minimums, and the minimum is what a $1,000 advertiser actually pays.

The other side of the coin: a percentage fee rises every time you raise your budget, so the agency earns more the more you spend, whether or not the extra spend worked. A flat fee does not.
